In line with the announcements made by the Hong Kong government’s Chief Executive Carrie Lam, Hong Kong will be implementing an entry ban for non-residents amid the COVID-19 situation. This shall be effective 00:00 HKT on 25 March, Wednesday lasting tentatively 14 days, until 07 April 2020.
Entry restrictions – effective from 25 March 2020 (00:00 HKT) Effective from 25 March 2020 (00:00 HKT), non-Hong Kong residents will be denied entry into Hong Kong.
1. Only Hong Kong residents with the following documents will be permitted to enter Hong Kong:
Hong Kong Permanent Identity Card
Hong Kong SAR passport or British National (Overseas) passport (with right of abode in Hong Kong)
Hong Kong Identity Card (this needs to be accompanied by a valid work or study visa)
Work visa that is not yet activated (first time arriving in Hong Kong)
Entry restriction exemptions – effective from 25 March 2020 (00:00 HKT)
2. Non-Hong Kong residents who meet one or more of the following criteria will not be permitted to enter Hong Kong:
Travelled from Mainland China, Taiwan or Macao SAR and have not been to other countries in the past 14 days
Macao SAR residents can continue to land in Hong Kong, provided they have a prior transport arrangement with the Macao Tourism Board
Transit restrictions – effective from 25 March 2020 (00:00 HKT)
1. For all passengers transiting through Hong Kong, their onward flight’s scheduled departure time must be before 23:59 on 24 March 2020.
2. All Skypier ferry transfer services will be suspended.
Additional entry requirements A health declaration form must be completed and submitted to the Hong Kong Department of Health on arrival if:
Hong Kong is the final destination
The passenger started their journey in South Korea or Mainland China and is transiting through Hong Kong
These forms will be distributed on board all flights to Hong Kong. Alternatively, passengers can submit their details by filling out the online form (https://www.chp.gov.hk/hdf/), prior to departure. Upon completion, a QR code (valid for 24 hours) will be provided to present to officials on arrival.
Quarantine measures
All passengers landing in Hong Kong are required to undergo 14 days of compulsory quarantine, either at home or a hotel. This does not apply to customers transiting Hong Kong.
Any person (including Hong Kong SAR residents) who have been to the following countries/regions in the past 14 days will be required to undergo 14 days of compulsory quarantine in a government-nominated quarantine facility:
China: Hubei province
Iran
Italy: Emilia-Romagna, Lombardy and Veneto regions
South Korea: Daegu and Gyeongsangbuk-do
Hong Kong residents returning from other areas of South Korea may be required to undergo 14 days of medical surveillance – depending on their travel history in South Korea.
For passengers who wish to travel and transit Hong Kong must travel before 23:59 (HKT) today, 24 March, but should still comply with the following travel restrictions.

Passengers who meet one or more of the following criteria are not permitted to enter Hong Kong:
If the planned or permitted stay in Hong Kong is less than 14 days
Travelling on a People’s Republic of China passport or China ID card that lists Hubei Province as the place of issue
Visited the Hubei Province in Mainland China in the past 14 days
Have been to Mainland China, Iran, Italy (Emilia-Romagna, Milan, Venice or Verona) and whose entry permit (e.g. visa or other types of permit) is less than 14 days in duration
Non-Hong Kong residents who have visited South Korea in the past 14 days
Entry restriction exemptions – effective until 24 March 2020 (23:59 HKT)
Passengers that meet one or more of the following criteria are exempt from the entry restrictions:
Transiting through Hong Kong
Hong Kong residents (HKID card holders)
Non-Hong Kong residents travelling from South Korea are exempt from the entry restrictions, provided they meet one or more of the following criteria:
Have not been to Daegu or Gyeongsangbuk-do in the past 14 days
Are under the age of 11 years and are arriving with their parents or guardians
Are Diplomatic or Official passport holders
Have an expired resident visa, and are re-entering Hong Kong for the purpose of a visa extension. (Must hold an approval notice or letter to confirm.)
Hold an entry visa to work, study, establish or conduct business, an entry visa to take up residence in Hong Kong, or are an accredited members of consulate missions or an international organisation
Hold an expired resident visa, and are re-entering Hong Kong for the purpose of verifying original documents to determine their eligibility for a permanent identity card. (Most hold a letter for the scheduled appointment.)
Special arrangements are in place for permanent and non-permanent residents of Macao SAR to arrive in Hong Kong and be transported by road to Macao. Passengers wishing to take advantage of this arrangement must do the following:
Register with the Macao government for their Special Traffic Arrangement programme and transport service
Present their Macao SAR passport or Macao SAR electronic identity card to the Cathay Pacific/Cathay Dragon team at check-in
Quarantine exemptions – effective until 24 March 2020 (23:59 HKT) Passengers arriving from the following destinations are exempt from the above quarantine requirements:
Taiwan
Macao
